e-Democracy, The Development of Public Policy and the Next Step of Democracy for the 21st Century

This book describes an egalitarian, evolutionary development of democracy (nominally titled “the emanation process”) using the antiquarian democracy of The United States as a point of departure. It is equally applicable and adaptable to any institution, organization, or governmental entity, local or national that already uses democratic processes: e.g., associations (shareholder association and homeowners associations, for example), districts, and other jurisdictional entities. The strength of this process lies in its capacity to unite citizens or members from widespread distances to form blocks of opinions; and has the capacity to aid the formation of coalitions of opinion. Used within established jurisdictions, it acts to legitimate interests, positions, and blocks of opinion.

Preface

Viet Nam, 1969: I wondered why the anti-war demonstrations were not more effective. I also wondered why citizens did not have a more effective means for sharing their grief and opinions, and why the Constitution and Amendments did not provide these means.

Twenty years later, (1992), after I had self-published The Development of Public Policy and the Next Step of Democracy for the 21st Century, I realized that the US population still did not have a means for more effectively participating in their own governance. Yet, I believed that I had discovered the seeds of the next evolutionary step of democracy that could.

Introduction

What sustains a democracy is the empowerment of each citizen as an equal of others. A sustaining, functional democracy does not favor one political party, interest group, economic group, social group, ethnic or racial group, or one religion or religious group over another. A democracy provides a level playing field where all individuals can come forward to participate. Any new development of democracy, to successfully advance the evolution of a democracy, must extend that equality. Any bias for any one group over others will make all individuals in other groups unequal, and therein lay the seeds of a democracy’s demise. ….
